Sanctioning Requirements

OUC Member Clubs must adhere to the event / activity sanctioning procedures. Note to Member Clubs, Club Executives, Members and non-member participants: Please review the “Three Levels of Protection from OUC” and the OUC Liability Insurance Policy.

  1. Member Club’s Executive must approve all activities before they occur, including training sessions and club meetings.
  2. Only duly-authorized Executive may submit a sanction request.
  3. Each different “Type of Activity” must be submitted separately.
  4. Similar, recurring activities may be grouped together into a single submit request (e.g. monthly meetings, weekly pool nights).
  5. Activities cannot be sanctioned retroactively (i.e. after the fact).
  6. Member Clubs must submit sanction requests online at least 5 business days prior to the scheduled activities. The OUC will respond with a sanctioning decision (e.g., sanctioning approval or sanctioning denial) in a timely manner. Under exceptional circumstances, Member Clubs may apply for sanctioning in less than 5 business days.
  7. All members, parents of minor participants, non-diving volunteer workers and non-diving participants at OUC club activities must complete the OUC Online Liability Release and/or the Indemnity Agreement for Parents of Minor Children at least 24 hours prior to the scheduled activities.
  8. The OUC Online Liability Release requirement is exempted for non-member participants to non-diving events that are open to the public.
  9. A Member Club’s Executive is responsible for ensuring the completeness and correctness of Releases and Indemnity Agreements.

Bulk Requests

If you are submitting many of your OUC Sanction Requests together, early in the year:

  1. You may use the Bulk Sanctioning Form (new in 2025).
  2. Your events must comply with the OUC and the insurance requirements.
  3. If an event changes after submitting the Bulk Sanctioning Form, you must
    1. notify: sanctioners@underwatercouncil.com
    2. resubmit the Bulk sanction request asap.
  4. On a spreadsheet, list each event on a separate line and include all of the same information found on the individual Sanction Request Form.
  5. Use the Bulk Sanction Form provided on the Bulk Sanction webpage.

    OUC will e-mail the certificate of insurance with the additional named insured/s to all e-mail addresses identified above with 5 business days of submission.
